My experience with your scenario is that the WINS by the lesser horse are noted, but the losses are not.

On the whole, it's a very risky bet, unless the lesser horse figures to win, anyway.

I will guarantee you that it's an overall losing proposition, if you just bet the remaining horse, UNLESS he figures to win.

Sure that's an angle: only at big tracks though (smaller tracks nobody pays attention and they think both are in). Value there because it's unconventional.
